David King explained a few things about the FA last week and I was'nt aware of some of that policy. The main point being that the FA was bought in to help the player not the club, It was not designed to lift team A from last to inside the 8 in other terms even out the competition. Dont quote me on it.

AFAIK, it was never brought in the help with league equalisation, it was an AFLPA initiative to help player movement.

I think the number one reason was to stop the AFL getting sued for restraint of trade. Self interest rules at AFL house.

In other words it wont affect who goes where and to what club. The richest clubs and those in a flag window will always be able to get the topline FA
