Delist and Redraft System Query - Meatball?

Can someone explain briefly how the system works, when it takes place and whether or not a player such as 'Meatball Mitchington' might be eligible and a good choice given our current woes. Who else might fit that bill?
PS. I saw a 2016 game against Collingwood on YT and MItch looked promising then.
