Yes the poor downtrodden players. You don't know what drugs the players are taking, you don't know why. If you think taking a hard line approach will make a difference you are sadly deluded, it will just push players to get sneakier and take bigger risks.
If the players are being tested for recreational drug use it should be for welfare issues only and nobody but their designated physician should be advised of this.
