You are 100% right.... I heard a podcast ( but cant remember who it was by,) but they explained how we would play two rucks at Sandi and the third ruck would be playing in the development league because we could not play three ruckmen It was to give them all sufficient time to play and develop and they would rotate through it, also said something's my like whoever is an emergency of not required will go and play in the development league that week or words to that effect..
