They are stressing that it's not match fixing etc but purely 'distribution of information' where somebody has told a group of associates some priviledged info.
Like, maybe the ump told his mate/relative about the votes in a game or games, and the mate has texted others.
Or the ump texted others in whatsapp group or something.
Anyway, the AFL Integrity Commission (which operates like North Korea's Information Ministry) is in the loop
