The problem is the rule.
Players take the ball deliberately out of bounds dozens of times in any game. The rule is about how it appears. Good actors get away with it, poor actors don't.
How can an umpire seriously judge the players intentions? They can't. They judge how it looks.
It looks bad if you stop as soon as you cross the line. PING.
It looks good if you keep going like it's still in play. They will always throw it in.
