I am confused. Are you saying BJ DIDN'T get the Mark of the Round for Rnd 21 even though the public vote was greater for him because Robert Walls has the casting vote or vice versa?

As I read it
BECAUSE the public vote got BJ up his mark has to be considered...

Time will tell if it overrides Walls- or becomes the second nomination for that round.
