I noticed it at least one other time during the game by a Saints player (can't recall who) and it was not penalised. We were lucky the first time. Correct decision.
Sydney got a number of tiggy high tackle frees in front and we got none, but that's par for the course for home state advantage.

Just for my information - the umpire blew his whistle before calling move it on - should he be blowing his whistle for move it on or only for play on?

If umpires didn't tell players to move it on, the players would complain they didn't know how long they had. Same with the 5m protected zone around the kicker. Players will try to claim anything 'oh but you didn't tell me I had to get out, umpire'.
I've had instances where I'm umpiring and I'm yelling at a player to get out of the 5m zone and then they claim I didn't yell louder when I pay 15m or 50m (depending on age group). Research says (can't remember tthe source exactly) that players prefer to be coached by the umpires - things like 'knock it out' and 'its out'.
Dal Santo only had to wait another couple of secs. It's harsh, I understand he though the call was to play on. But as an umpire you have to pay them. There are many calls that as umpires you don't want to make. But you have to. Things like swearing and free kicks against runners and trainers (im concerned about the football not about the minor silly things). .

It depends they actually are blowing it to get the players attention.
